Palestine is the land of the Arab Palestinian people; from it they sprang, upon it they stood firm, to it they belonged, and through it their continuity and connectedness were sustained.
فلسطين أرضٌ أعلى الإسلام مكانتها، ورفع لها مقامَها، وبسط فيها روحَه وقيمه العادلة، وأسّس لعقيدة الدفاع عنها وتحصينها.
Palestine is a land whose status Islam elevated, whose standing it raised, in which it spread its spirit and its just values, and for which it established the doctrine of defending it and fortifying it.
فلسطين قضية شعب عجز العالم عن ضمان حقوقه واسترداد ما اغتُصِب منه، وبقيت أرضه تعاني من واحد من أسوأ أشكال الاحتلال في هذا العالم.
Palestine is the cause of a people whose rights the world has failed to guarantee and whose usurped property it has failed to restore, and its land has remained suffering from one of the worst forms of occupation in this world.
فلسطين التي استولى عليها مشروع صهيونيّ إحلاليّ عنصري معادٍ للإنسانية، تأسس على تصريح باطل (وعد بلفور)، واعترافٍ بكيان غاصب، وفرضِ أمرٍ واقعٍ بقوة النار.
Palestine, which was seized by a racist, settler-colonial Zionist project hostile to humanity, founded upon a false declaration (the Balfour Declaration), recognition of a usurping entity, and the imposition of a fait accompli by force of arms.
فلسطين المقاومة التي ستظل متواصلة حتى إنجاز التحرير، وتحقيق العودة، وبناء الدولة ذات السيادة الكاملة، وعاصمتها القدس.
Palestine of resistance, which shall remain continuous until the achievement of liberation, the realization of the return, and the building of the state with full sovereignty, with Jerusalem as its capital.

Definition of the Movement:
1. حركة المقاومة الإسلامية "حماس" هي حركة تحرّر ومقاومة وطنية فلسطينيَّة إسلامية، هدفها تحرير فلسطين ومواجهة المشروع الصهيوني، مرجعيَّتها الإسلام في منطلقاتها وأهدافها ووسائلها.
1. The Islamic Resistance Movement, "Hamas," is a Palestinian Islamic national liberation and resistance movement. Its goal is to liberate Palestine and confront the Zionist project. Its frame of reference is Islam, in its premises, its objectives, and its means.

2. فلسطين بحدودها من نهر الأردن شرقاً إلى البحر المتوسط غرباً، ومن رأس الناقورة شمالاً إلى أمّ الرشراش جنوباً وحدة إقليمية لا تتجزّأ، وهي أرضُ الشعب الفلسطيني ووطنُه. وإنَّ طردَ الشعب الفلسطيني وتشريدَه من أرضه، وإقامة كيانٍ صهيونيّ عليها، لا يلغي حقَّ الشعب الفلسطيني في كامل أرضه، ولا ينشىءُ أي حق للكيان الصهيوني الغاصب فيها.
2. Palestine, with its borders from the Jordan River in the east to the Mediterranean Sea in the west, and from Ras al-Naqoura in the north to Umm al-Rashrash in the south, is an indivisible territorial unit, and it is the land of the Palestinian people and their homeland. The expulsion and displacement of the Palestinian people from their land, and the establishment of a Zionist entity upon it, do not nullify the right of the Palestinian people to their entire land, nor do they create any right for the usurping Zionist entity therein.

4. الفلسطينيون هم المواطنون العرب الذين كانوا يقيمون في فلسطين حتّى سنة 1947, سواء من أُخرج منها أم من بقي فيها؛ وكلّ مَنْ ولد من أب عربي فلسطيني بعد هذا التاريخ، داخل فلسطين أو خارجها، هو فلسطيني.
4. The Palestinians are the Arab inhabitants who were residing in Palestine up to the year 1947, whether those who were expelled from it or those who remained in it; and everyone born to an Arab Palestinian father after that date, inside Palestine or outside it, is a Palestinian.
5. الشخصية الفلسطينية صفة أصيلة، لازمة، لا تزول، وهي تنتقل من الآباء إلى الأبناء؛ كما أن النكبات التي حلّت بالشعب الفلسطيني، بفعل الاحتلال الصهيوني وسياسة التهجير التي ينتهجها، لا تفقده شخصيته وانتماءَه ولا تنفيها. كذلك لا يتسبب حصول الفلسطيني على جنسية أخرى في فقدانه هويته وحقوقه الوطنية.

Palestinian identity is an authentic, inherent attribute that does not lapse, and it is transmitted from fathers to their children; likewise, the catastrophes that befell the Palestinian people, by the act of the Zionist occupation and the displacement policy it pursues, do not cause them to lose their identity and belonging, nor do they negate them. Likewise, a Palestinian's acquisition of another nationality does not cause the loss of his identity or his national rights.

7. فلسطين في موقع القلب من الأمة العربية والإسلامية، وتحتفظ بأهمية خاصة، ففيها بيت المقدس الذي بارك الله حوله، وهي الأرض المقدسة التي بارك الله فيها للعالمين، وهي قبلة المسلمين الأولى، ومسرى رسول الله محمد - صلى الله عليه وسلم - ومعراجه إلى السماء، ومهد المسيح - عليه السلام - وفي ثراها رفات الآلاف من الأنبياء والصحابة والمجاهدين، وهي أرض القائمين على الحق - في بيت المقدس وأكناف بيت المقدس - الذين لا يضرهم من خالفهم ولا من خذلهم حتى يأتي أمر الله.

Palestine is at the heart of the Arab and Islamic Ummah, and it retains a special importance, for within it is Bayt al-Maqdis (Jerusalem), around which God has blessed; it is the Holy Land which God blessed for the worlds; it is the first qibla of the Muslims, the place of the Night Journey of the Messenger of God Muhammad, may God bless him and grant him peace, and of his ascension to heaven, and the cradle of the Messiah, peace be upon him; and in its soil lie the remains of thousands of prophets, companions, and mujahideen; and it is the land of those who uphold the truth, in Bayt al-Maqdis and the environs of Bayt al-Maqdis, whom neither those who oppose them nor those who fail them can harm, until the command of God comes.
8. تفهم حركة حماس الإسلام بشموله جوانب الحياة كافة، وصلاحيته لكل زمان ومكان، وروحه الوسطية المعتدلة؛ وتؤمن أنه دين السلام والتسامح، في ظله يعيش أتباع الشرائع والأديان في أمن وأمان؛ كما تؤمن أنَّ فلسطين كانت وستبقى نموذجاً للتعايش والتسامح والإبداع الحضاري.
8. The Hamas Movement understands Islam in its comprehensiveness of all aspects of life, its validity for every time and place, and its moderate, centrist spirit; and it believes that it is the religion of peace and tolerance, under whose shade the followers of the creeds and religions live in security and safety; and it likewise believes that Palestine was and shall remain a model of coexistence, tolerance, and civilizational creativity.
9. تؤمن حماس بأنَّ رسالة الإسلام جاءت بقيم الحق والعدل والحرية والكرامة، وتحريم الظلم بأشكاله كافة، وتجريم الظالم مهما كان دينه أو عرقه أو جنسه أو جنسيته؛ وأنَّ الإسلام ضدّ جميع أشكال التطرّف والتعصب الديني والعرقي والطائفي، وهو الدّينُ الذي يربّي أتباعه على ردّ العدوان والانتصار للمظلومين، ويحثّهم على البذل والعطاء والتضحية دفاعاً عن كرامتهم وأرضهم وشعوبهم ومقدساتهم.

Hamas believes that the message of Islam came with the values of truth, justice, freedom, and dignity, and with the prohibition of injustice in all its forms, and the criminalization of the oppressor whatever his religion, race, sex, or nationality; and that Islam is against all forms of extremism and religious, racial, and sectarian bigotry, and it is the religion that raises its followers to repel aggression and to support the oppressed, and urges them to give, to expend, and to sacrifice in defense of their dignity, their land, their peoples, and their sanctities.

10. القدس عاصمة فلسطين، ولها مكانتها الدينية والتاريخية والحضارية، عربياً وإسلامياً وإنسانياً؛ وجميع مقدساتها الإسلامية والمسيحية، هي حقّ ثابت للشعب الفلسطيني والأمَّة العربية والإسلامية، ولا تنازل عنها ولا تفريط بأيّ جزء منها؛ وإنَّ كلّ إجراءات الاحتلال في القدس من تهويدٍ واستيطانٍ وتزوير للحقائقِ وطمس للمعالمِ منعدمة.
10. Jerusalem is the capital of Palestine, and it has its religious, historical, and civilizational status, Arab, Islamic, and human; and all its Islamic and Christian sanctities are an established right of the Palestinian people and of the Arab and Islamic Ummah; there is no relinquishment of them and no forfeiture of any part of them; and all the occupation's measures in Jerusalem, of Judaization, settlement, falsification of facts, and obliteration of landmarks, are null and void.
11. المسجد الأقصى المبارك حق خالص لشعبنا وأمتنا، وليس للاحتلال أي حق فيه، وإن مخططاته وإجراءاته ومحاولاته لتهويد الأقصى وتقسيمه باطلة ولا شرعية لها.
11. The blessed Al-Aqsa Mosque is the exclusive right of our people and our Ummah, and the occupation has no right in it whatsoever, and its plans, measures, and attempts to Judaize Al-Aqsa and divide it are null and void and have no legitimacy.
اللاّجئون وحقّ العودة:
The Refugees and the Right of Return:
12. إنَّ القضية الفلسطينية هي في جوهرها قضية أرض محتلة وشعبٍ مُهجَّر؛ وإنَّ حقَّ العودة للاجئين والنازحين الفلسطينيين إلى ديارهم التي أُخرجوا منها، أو منعوا من العودة إليها، سواء في المناطق التي احتلت عام 1948 أم عام 1967(أي كل فلسطين)، هو حقٌّ طبيعي، فردي وجماعي، تؤكدُه الشرائع السماوية والمبادئ الأساسية لحقوق الإنسان، والقوانين الدولية، وهو حقّ غير قابل للتصرّف من أيّ جهة كانت، فلسطينية أو عربية أو دولية.
12. The Palestinian cause is in its essence the cause of an occupied land and a displaced people; and the right of return of the Palestinian refugees and displaced persons to their homes from which they were expelled, or to which they were prevented from returning, whether in the areas occupied in 1948 or in 1967 (that is, all of Palestine), is a natural right, individual and collective, affirmed by the divine laws, the basic principles of human rights, and international laws; and it is an inalienable right that no party whatsoever, Palestinian, Arab, or international, may dispose of.
13. ترفض حماس كلّ المشروعات والمحاولات الهادفة إلى تصفية قضية اللاجئين، بما في ذلك محاولات توطينهم خارج فلسطين، ومشروعات الوطن البديل؛ وتؤكد أنَّ تعويضَ اللاجئين والنازحين الفلسطينيين عن الضرر الناتج عن تشريدهم واحتلال أرضهم هو حقّ ملازم لحق عودتهم، ويتم بعد تنفيذ هذا الحق، ولا يلغي حقّهم في العودة ولا ينتقص منه.
13. Hamas rejects all the projects and attempts aimed at liquidating the refugee cause, including attempts to resettle them outside Palestine, and the alternative homeland schemes; and it affirms that compensating the Palestinian refugees and displaced persons for the harm resulting from their displacement and the occupation of their land is a right attached to their right of return, and it takes place after the implementation of that right, and it does not nullify their right of return nor detract from it.

14. المشروع الصهيوني هو مشروع عنصري، عدواني، إحلالي، توسعي، قائم على اغتصاب حقوق الآخرين، ومعادٍ للشعب الفلسطيني وتطلّعاته في الحرية والتحرير والعودة وتقرير المصير؛ وإنَّ الكيان الإسرائيلي هو أداة المشروع الصهيوني وقاعدته العدوانية.
14. The Zionist project is a racist, aggressive, replacement, expansionist project, based on usurping the rights of others, and hostile to the Palestinian people and their aspirations to freedom, liberation, return, and self-determination; and the Israeli entity is the instrument of the Zionist project and its aggressive base.
15. المشروع الصهيوني لا يستهدف الشعب الفلسطيني فقط، بل هو عدوٌّ للأمَّة العربية والإسلامية، ويشكّل خطراً حقيقياً عليها، وتهديداً بالغاً لأمنها ومصالحها، كما أنّه معادٍ لتطلّعاتها في الوحدة والنهضة والتحرّر، وهو سبب رئيس لما تعانيه الأمة اليوم، ويشكّل المشروع الصهيوني، أيضاً، خطراً على الأمن والسّلم الدّوليَين، وعلى المجتمع الإنساني ومصالحه واستقراره.
15. The Zionist project does not target the Palestinian people alone; rather, it is an enemy of the Arab and Islamic Ummah, and it constitutes a real danger to it and a grave threat to its security and interests, and it is likewise hostile to its aspirations for unity, revival, and liberation, and it is a principal cause of what the Ummah suffers today. The Zionist project also constitutes a danger to international security and peace, and to human society, its interests, and its stability.
16. تؤكد حماس أنَّ الصراع مع المشروع الصهيوني ليس صراعاً مع اليهود بسبب ديانتهم؛ وحماس لا تخوض صراعاً ضد اليهود لكونهم يهوداً، وإنَّما تخوض صراعاً ضد الصهاينة المحتلين المعتدين؛ بينما قادة الاحتلال هم من يقومون باستخدام شعارات اليهود واليهودية في الصراع، ووصف كيانهم الغاصب بها.
16. Hamas affirms that the conflict with the Zionist project is not a conflict with the Jews because of their religion; and Hamas does not wage a conflict against the Jews because they are Jews, but rather wages a conflict against the occupying, aggressor Zionists; whereas it is the leaders of the occupation who use the slogans of the Jews and of Judaism in the conflict and describe their usurping entity by them.
17. ترفض حماس اضطهاد أيّ إنسان أو الانتقاص من حقوقه على أساس قومي أو ديني أو طائفي، وترى أنَّ المشكلة اليهودية والعداء للسامية واضطهاد اليهود ظواهر ارتبطت أساساً بالتاريخ الأوروبي، وليس بتاريخ العرب والمسلمين ولا مواريثهم. وأنَّ الحركة الصهيونية -التي تمكّنت من احتلال فلسطين برعاية القوى الغربية- هي النموذج الأخطر للاحتلال الاستيطاني، الذي زال عن معظم أرجاء العالم، والذي يجب أن يزول عن فلسطين.
17. Hamas rejects the persecution of any human being or the diminishing of his rights on a national, religious, or sectarian basis, and it holds that the Jewish problem, anti-Semitism, and the persecution of Jews are phenomena linked fundamentally to European history, and not to the history of the Arabs and the Muslims nor to their heritage. And that the Zionist movement, which was able to occupy Palestine under the sponsorship of the Western powers, is the most dangerous model of settler occupation, which has vanished from most parts of the world and which must vanish from Palestine.
الموقف من الاحتلال والتسوية السياسية:
The Position on the Occupation and the Political Settlement:
18. يُعدُّ منعدماً كلٌّ من تصريح "بلفور"، وصكّ الانتداب البريطاني على فلسطين، وقرار الأمم المتحدة بتقسيم فلسطين، وكلّ ما ترتّب عليها أو ماثلها من قرارات وإجراءات؛ وإنَّ قيام "إسرائيل" باطلٌ من أساسه، وهو مناقضٌ لحقوق الشعب الفلسطيني غير القابلة للتصرف، ولإرادته وإرادة الأمة، ولحقوق الإنسان التي تكفلها المواثيق الدولية، وفي مقدّمتها حقّ تقرير المصير.
18. The following are deemed null and void: the Balfour Declaration, the instrument of the British Mandate over Palestine, the United Nations resolution partitioning Palestine, and everything that ensued from them or resembled them in the way of resolutions and measures; and the establishment of "Israel" is null and void from its foundation, and it contradicts the inalienable rights of the Palestinian people, and their will and the will of the Ummah, and the human rights guaranteed by the international covenants, foremost among them the right of self-determination.
19. لا اعترافَ بشرعية الكيان الصهيوني؛ وإنَّ كلّ ما طرأ على أرض فلسطين من احتلال أو استيطان أو تهويد أو تغيير للمعالم أو تزوير للحقائق باطلٌ؛ فالحقوق لا تسقط بالتقادم.
19. There is no recognition of the legitimacy of the Zionist entity; and everything that has befallen the land of Palestine in the way of occupation, settlement, Judaization, alteration of landmarks, or falsification of facts is null and void; for rights do not lapse with the passage of time.
20. لا تنازلَ عن أيّ جزء من أرض فلسطين، مهما كانت الأسباب والظروف والضغوط، ومهما طال الاحتلال. وترفض حماس أي بديلٍ عن تحرير فلسطين تحريراً كاملاً، من نهرها إلى بحرها. ومع ذلك - وبما لا يعني إطلاقاً الاعتراف بالكيان الصهيوني، ولا التنازل عن أيٍّ من الحقوق الفلسطينية - فإن حماس تعتبر أن إقامة دولة فلسطينية مستقلة كاملة السيادة، وعاصمتها القدس، على خطوط الرابع من حزيران/ يونيو 1967، مع عودة اللاجئين والنازحين إلى منازلهم التي أخرجوا منها، هي صيغة توافقية وطنية مشتركة.
20. There shall be no relinquishment of any part of the land of Palestine, whatever the reasons, circumstances, and pressures, and however long the occupation lasts. Hamas rejects any alternative to the complete liberation of Palestine, from its river to its sea. Nevertheless, and without this in any way meaning recognition of the Zionist entity, nor relinquishment of any of the Palestinian rights, Hamas considers the establishment of an independent, fully sovereign Palestinian state, with Jerusalem as its capital, on the lines of 4 June 1967, with the return of the refugees and the displaced to the homes from which they were expelled, to be a shared joint national consensus formula.
21. تؤكد حركة حماس على أن اتفاقات أوسلو وملحقاتها تخالف قواعد القانون الدولي الآمرة من حيث إنها رتبت التزامات تخالف حقوق الشعب الفلسطيني غير القابلة للتصرف، ولذلك فإن الحركة ترفض هذه الاتفاقات، وما ترتب عليها من التزامات تضر بمصالح شعبنا، وخاصة التنسيق (التعاون) الأمني.
21. The Hamas Movement affirms that the Oslo Accords and their annexes contravene the peremptory rules of international law, inasmuch as they created obligations that contravene the inalienable rights of the Palestinian people; therefore the Movement rejects these accords, and the obligations ensuing from them that harm the interests of our people, especially security coordination (cooperation).
22. ترفض حماس جميع الاتفاقات والمبادرات ومشروعات التسوية الرامية إلى تصفية القضية الفلسطينية أو الانتقاص من حقوق شعبنا الفلسطيني، وإنَّ أيَّ موقفٍ أو مبادرةٍ أو برنامجٍ سياسيّ يجبُ أن لا يمس هذه الحقوق، ولا يجوزُ أن يخالفها أو يتناقضَ معها.
22. Hamas rejects all the agreements, initiatives, and settlement projects aimed at liquidating the Palestinian cause or detracting from the rights of our Palestinian people; and any position, initiative, or political program must not touch these rights, and it may not contravene them or contradict them.
23. تؤكد حماس أن ظلم الشعب الفلسطيني واغتصاب أرضه وتهجيره منها لا يمكن أن يُسمى سلاماً. وإنَّ أي تسويات تقوم على هذا الأساس، لن تؤدي إلى السلام؛ وستظل المقاومة والجهاد لتحرير فلسطين حقاً مشروعاً وواجباً وشرفاً لكل أبناء شعبنا وأمتنا.
23. Hamas affirms that the oppression of the Palestinian people, the usurpation of their land, and their displacement from it cannot be called peace. And any settlements built on this basis will not lead to peace; and resistance and jihad to liberate Palestine shall remain a legitimate right, a duty, and an honor for all the sons of our people and our Ummah.
المقاومة والتحرير:
Resistance and Liberation:
24. إنَّ تحرير فلسطين واجب الشعب الفلسطيني بصفة خاصة، وواجب الأمة العربية والإسلامية بصفة عامة، وهو أيضاً مسؤولية إنسانية وفق مقتضيات الحق والعدل. وإنَّ دوائر العمل لفلسطين سواء كانت وطنية أم عربية أم إسلامية أم إنسانية هي دوائر متكاملة متناغمة، لا تعارض بينها.
24. The liberation of Palestine is the duty of the Palestinian people in particular, and the duty of the Arab and Islamic nation in general, and it is also a human responsibility in accordance with the requirements of truth and justice. The circles of action for Palestine, whether national, Arab, Islamic, or humanitarian, are complementary and harmonious circles, with no contradiction among them.
25. إنَّ مقاومة الاحتلال، بالوسائل والأساليب كافة، حقّ مشروع كفلته الشرائع السماوية والأعراف والقوانين الدولية، وفي القلب منها المقاومة المسلحة التي تعدُّ الخيارَ الاستراتيجي لحماية الثوابت واسترداد حقوق الشعب الفلسطيني.
25. Resisting the occupation, by all means and methods, is a legitimate right guaranteed by the divine laws and by international norms and laws, and at the heart of these is armed resistance, which is considered the strategic option for protecting the fundamentals and recovering the rights of the Palestinian people.
26. ترفض حماس المساس بالمقاومة وسلاحها، وتؤكد على حق شعبنا في تطوير وسائل المقاومة وآلياتها. وإنَّ إدارة المقاومة من حيثُ التصعيدُ أو التهدئة، أو من حيث تنوّعُ الوسائل والأساليب، يندرج كلّه ضمن عملية إدارة الصراع، وليس على حساب مبدأ المقاومة.
26. Hamas rejects any infringement upon the resistance and its weapons, and affirms the right of our people to develop the means and mechanisms of resistance. The management of the resistance, whether in terms of escalation or calm, or in terms of the variety of means and methods, all falls within the process of managing the conflict, and is not at the expense of the principle of resistance.

27. الدولة الفلسطينية الحقيقية هي ثمرة التحرير، ولا بديلَ عن إقامة الدولة الفلسطينية كاملة السيادة على كل التراب الوطني الفلسطيني، وعاصمتها القدس.
27. The true Palestinian state is the fruit of liberation, and there is no alternative to the establishment of a fully sovereign Palestinian state over all the Palestinian national soil, with Jerusalem as its capital.
28. تؤمن حماس وتتمسك بإدارة علاقاتها الفلسطينية على قاعدة التعددية والخيار الديمقراطي والشراكة الوطنية وقبول الآخر واعتماد الحوار، بما يعزّز وحدة الصف والعمل المشترك، من أجل تحقيق الأهداف الوطنية وتطلّعات الشعب الفلسطيني.

Hamas believes in, and adheres to, managing its Palestinian relations on the basis of pluralism, the democratic option, national partnership, acceptance of the other, and the adoption of dialogue, in a way that strengthens the unity of the ranks and joint action, in order to achieve the national goals and the aspirations of the Palestinian people.
29. منظمة التحرير الفلسطينية إطار وطني للشعب الفلسطيني في الداخل والخارج يجب المحافظة عليه، مع ضرورة العمل على تطويرها وإعادة بنائها على أسس ديمقراطية، تضمن مشاركة جميع مكونات وقوى الشعب الفلسطيني، وبما يحافظ على الحقوق الفلسطينية.
29. The Palestine Liberation Organization is a national framework for the Palestinian people at home and abroad that must be preserved, together with the necessity of working to develop it and rebuild it on democratic foundations that guarantee the participation of all components and forces of the Palestinian people, and in a manner that preserves Palestinian rights.
30. تؤكد حماس على ضرورة بناء المؤسسات والمرجعيات الوطنية الفلسطينية على أسس ديمقراطية سليمة وراسخة، في مقدمتها الانتخابات الحرة والنزيهة، وعلى قاعدة الشراكة الوطنية، ووفق برنامج واستراتيجية واضحة المعالم، تتمسّك بالحقوق وبالمقاومة، وتلبّي تطلّعات الشعب الفلسطيني.
30. Hamas affirms the necessity of building the Palestinian national institutions and authorities on sound and firm democratic foundations, foremost among them free and fair elections, and on the basis of national partnership, and in accordance with a program and a strategy with clear features, adhering to the rights and to the resistance, and fulfilling the aspirations of the Palestinian people.
31. تؤكد حركة حماس على أن دور السلطة الفلسطينية يجب أن يكون في خدمة الشعب الفلسطيني وحماية أمنه وحقوقه ومشروعه الوطني.
31. The Hamas movement affirms that the role of the Palestinian Authority must be in the service of the Palestinian people and the protection of their security, their rights, and their national project.
32. تؤكّد حماس على ضرورة استقلالية القرار الوطني الفلسطيني، وعدم ارتهانه لجهات خارجية، وتؤكد في الوقت ذاته على مسؤولية العرب والمسلمين وواجبهم ودورهم في تحرير فلسطين من الاحتلال الصهيوني.
32. Hamas affirms the necessity of the independence of the Palestinian national decision, and that it not be held hostage to external parties, and affirms at the same time the responsibility of the Arabs and Muslims, and their duty and role, in liberating Palestine from the Zionist occupation.
33. إنَّ مختلفَ مكوّنات المجتمع من شخصيات ورموز ووجهاء ومؤسسات المجتمع المدني، والتجمّعات الشبابية والطلابية والنقابية والنسائية، العاملة من أجل تحقيق الأهداف الوطنية، هي روافد مهمّة لعملية البناء المجتمعي ولمشروع المقاومة والتحرير.
33. The various components of society, including figures, symbols, notables, civil society institutions, and youth, student, trade union, and women's groupings, working to achieve the national goals, are important tributaries to the process of societal construction and to the project of resistance and liberation.
34. إن دور المرأة الفلسطينية أساس في بناء الحاضر والمستقبل، كما كان دائماً في صناعة التاريخ الفلسطيني، وهو دور محوري في مشروع المقاومة والتحرير وبناء النظام السياسي.
34. The role of the Palestinian woman is fundamental in building the present and the future, as it has always been in the making of Palestinian history, and it is a pivotal role in the project of resistance and liberation and the building of the political system.

35. تؤمن حماس أن قضية فلسطين هي القضية المركزية للأمة العربية والإسلامية.

36. تؤمن حماس بوحدة الأمَّة بكلّ مكوّناتها المتنوعة، وترى ضرورةَ تجنب كل ما من شأنه تمزيق صف الأمة ووحدتها.
36. Hamas believes in the unity of the nation with all its diverse components, and sees the necessity of avoiding everything that would tear apart the ranks of the nation and its unity.
37. تؤمن حماس بالتعاون مع جميع الدول الداعمة لحقوق الشعب الفلسطيني، وترفض التدخل في الشؤون الداخلية للدول، كما ترفض الدخول في النزاعات والصراعات بينها. وتتبنى حماس سياسة الانفتاح على مختلف دول العالم، وخاصة العربية والإسلامية؛ وتسعى إلى بناء علاقات متوازنة، يكون معيارُها الجمعَ بين متطلبات القضية الفلسطينية ومصلحة الشعب الفلسطيني، وبين مصلحةِ الأمَّة ونهضتها وأمنها.
37. Hamas believes in cooperation with all states that support the rights of the Palestinian people, and rejects interference in the internal affairs of states, just as it rejects entering into the disputes and conflicts among them. Hamas adopts a policy of openness toward the various states of the world, especially the Arab and Islamic ones; and it seeks to build balanced relations, whose criterion is combining the requirements of the Palestinian cause and the interest of the Palestinian people with the interest of the nation, its renaissance, and its security.
الجانب الإنساني والدولي:
The Humanitarian and International Aspect:
38. إنَّ القضية الفلسطينية قضية ذات أبعاد إنسانية ودولية كبرى؛ وإنَّ مناصرتها ودعمها هي مهمَّة إنسانية وحضارية، تفرضها مقتضيات الحق والعدل والقيم الإنسانية المشتركة.
38. The Palestinian cause is a cause with major humanitarian and international dimensions; and championing and supporting it is a humanitarian and civilizational task, imposed by the requirements of truth, justice, and shared human values.
39. إنَّ تحريرَ فلسطين من ناحية قانونية وإنسانية عمل مشروع تقتضيه ضرورات الدّفاع عن النفس، وحقّ الشعوب الطبيعي في تقرير مصيرها.
39. The liberation of Palestine, from a legal and humanitarian standpoint, is a legitimate act necessitated by the imperatives of self-defense and the natural right of peoples to self-determination.
40. تؤمن حماس، في علاقاتها مع دول العالم وشعوبه، بقيم التعاون، والعدالة، والحرية، واحترام إرادة الشعوب.
40. Hamas believes, in its relations with the states and peoples of the world, in the values of cooperation, justice, freedom, and respect for the will of peoples.
41. ترحّب حماس بمواقف الدول والمنظمات والهيئات الداعمة لـحقوق الشعب الفلسطيني، وتحيّي أحرار العالم المناصرين للقضية؛ كما تدين دعمَ أيّ جهة أو طرف لـلكيان الصهيوني، أو التغطية على جرائمه وعدوانه على الفلسطينيين، وتدعو إلى ملاحقة مجرمي الحرب الصهاينة.
41. Hamas welcomes the positions of states, organizations, and bodies supporting the rights of the Palestinian people, and salutes the free people of the world who champion the cause; it likewise condemns the support of any party or side for the Zionist entity, or the covering up of its crimes and its aggression against the Palestinians, and calls for the prosecution of the Zionist war criminals.
42. ترفض حماس محاولات الهيمنة على الأمة العربية والإسلامية، كما ترفض محاولات الهيمنة على سائر الأمم والشعوب، وتدين أيّ شكل من أشكال الاستعمار والاحتلال والتمييز والظلم والعدوان في العالم.
42. Hamas rejects attempts at hegemony over the Arab and Islamic nation, just as it rejects attempts at hegemony over the rest of the nations and peoples, and condemns any form of colonialism, occupation, discrimination, injustice, and aggression in the world.
